Please make sure that your payment method is setup correctly.
Go to meta ads manager -> billing & payments (Make sure to select "Ad Accounts" and select the correct one), then add a valid payment method for the Ad account you're using.
IMPORTANT: If you have issues with currency, just scroll down on that same page and click on "edit" on the business info section, make sure to fill everything correctly according to your legal information.
You can then try launching the campaign again.
